The third Election Reform Barometer (the Barometer) focuses on the Biometric Voter Registration (BVR) exercise conducted by the Zimbabwe Electoral Commission (ZEC). Launched on the 18th of September 2017, the BVR is measured against international best practices and the legal framework of Zimbabwe. ZEC is currently conducting voter registration in the country’s 63 districts. In addition, ZEC is implementing a ‘blitz’ voter registration exercise with the goal of increasing access to voter registration centres and addressing challenges of mobility. The BVR blitz was launched on the 10th of October 2017 and is being implemented in four phases until the 19th of December. This issue of the Barometer assesses four indicators: voter registration; voter education; administrative competence; and, the political environment.
